When I asked Bummel about explaining further the social contract having two pillars, he stated, “It is a philosophical concept that builds on the original idea of a social contract developed by Jean- Jacques Rousseau. Two of the main proponents are Jürgen Habermas and Otfried Höffe. Together they can form a bicameral (based on two chambers) global legislative.”

Rousseau’s (1712 – 1778) treaties for a “social contract” as a political and philosophical concept was the fundamental principle behind the liberty and freedoms envisaged by the framers of the US Constitution.
German sociologist and philosopher, Jürgen Habermas is a defender of deliberative democracy where political deliberation is not restricted to political elites, and both the public and private spheres play a part in the political process. Otfried Höffe who is a German philosopher and professor, analyses the demands and processes of globalization which put new strains on political systems, economies, cultural and social structures as well as the political organizations of humanity.

Earlier this month, CEUNPA announced at an international meeting in the Senate of Argentina in Buenos Aires, a call for the United Nations and its member states to initiate a “preparatory process towards an intergovernmental conference for the purpose of establishing a Parliamentary Assembly.”

A declaration text supported by about 50 participants from 20 countries, among them ten Members of Parliament and representatives of 20 civil society organizations, refers to two available options as follows:

Option 1 – the UN General Assembly could establish an UN Parliamentary Assembly through a vote according to article 22 of the UN charter.
Option 2 – the assembly could be created by an intergovernmental treaty.

Andreas Bummel states that the declaration “will be conveyed to G20 governments and other relevant actors in the near future.” He continues, “The eventual goal is to win over governments to explain to them that actually they would benefit from making international institutes more effective, more transparent and more democratic through a parliamentary body.”

So far previous CEUNPA statements are supported by around 4,000 individuals from 141 countries, including over 750 members of parliament, and 270 non-governmental organizations (NGOs) globally.

The Campaign’s supporters include many notable personalities, for example, former French President Michel Rocard, former President of the Czech Republic, Vaclav Havel, and various former foreign ministers, such as, Lloyd Axworthy from Canada.

Now some of you are wondering about why I have addressed international issues and have not focused entirely on local issues and the answer is straight forward and I will explain. Let us take a look at the Anti-Counterfeiting Trade Agreement (ACTA) that our Government is pushing internationally speaking. Firstly, all the negotiating text is done in secret (no transparency what-so-ever) and can be signed by the President as an executive order without the involvement of Congress or the people. Secondly, this so-called treaty will take control of the internet and generic medicines. Just think what the internet would be like without youtube, myspace and facebook and no-more links to view film and television clips nor to any audio-visual material to use as a source without approval and/or contract/agreement. Thirdly, there are punishments with a possible suspension or life time ban from the internet, should you use any material that is subjected to copyright infringement. This is the ultimate censorship in order for the Corporation and the Governmental elites to take away our freedoms of speech and expression. Do international issues truly affect local politics? Yes, absolutely, it does not matter where you live, ACTA will affect you!

Now let us take a look at a national combined related issues, for example, legal child kidnapping, child abuse, and missing children including the federal funds supporting an entire business that seems to rely on using children as merchandize. That’s right, federal funding with tax payers money. In order to understand now deep this goes, we have to audit the CPS/DHS in every State, every County and every City. On top of that as an incentive each State has a quota for fostering and adopting children in order to get funding.

Did you know that about 55% of Americans have lost jobs, reduced hours or taken pay cuts in the US? One must ponder as to whether outsourcing was a major factor that contributed to the downward spiral of the unemployment. Here are a few ideas to get us on our feet again.

My father Reginald Aguiar, a former psychologist has put together a job vouchers program that encourages the unemployed to pick an employer of their choice. Instead of unemployment monies going directly to them from the EDD, it is re-directed through the employer who then pays the employee. In that way everyone benefits through re-training – the employee and the employer. No more free labor without the employee benefiting.

We have to support Green Technology as far as energy savings are concerned. We need to put monies into the new technology industry in order to re-build our manufacturing base.

Stimulus monies have been outrageously miss-spent to say the least. For example, a thrift store Corporation, Goodwill in Ventura County managed to receive about $2.5 million to train Cal-workers and other program workers. Surely these monies should have been invested into Community College towards re-training programs in order to meet job demands with the potential of gaining full time employment within the manufacturing or other technical related industries, such as the health industry and the green technology field.

Whilst we can cut back on Government spending, we must not cut the education budget. As mentioned in my previous article, City and County executive salaries must be cut and the difference put into re-furnishing educational facilities and schools. Recently in the UK, my daughter who is a teacher had a pay raise of 8,000 sterling, nearly $16,000, because the UK Government values the important role of teachers and so should we. I support the school voucher program and parents choice whether a specific school, independent study or home schooling.

We must consider ways to generate monies such as taxing the bank trading/financial market transactions at a very low rate (0.05% or even less), excluding ordinary consumer transactions, thus producing billions of dollars a year. Therefore, we will be able to reduce tax on businesses and individuals.
We need to re-instate the Glass–Steagall Act of 1933 that effectively the separated Wall Street investment banks and depository banks. We may have to consider a fixed-exchange-rate system of long-term credit as stated by laRouche in order to pull out of this massive economic global collapse.

Unnecessary County bonuses paid to Judges, such as in LA, amounting to about $24, 700,000 per year are unacceptable and must be stopped. These monies can be put back into preventing crime programs and other productive programs to improve our economy. We may be talking about at least about one billion dollars a year in California alone. By the way, I’m glad that Richard Fine was recently released from jail.
It is important that States consider nullification and restrict dominate Federal control.

California has a deficit of nearly $20 billion dollars and we have to resolve this fast.

Therefore, since California is a donor State, we need to insist on an increase of Federal spending received. Now we are talking at least about $15 to $20 billion (estimated) per year in addition to regular spending received. We have to audit the California debt in order to find out where the monies are being spent and for what reason!

In California we need to implement sales tax cuts that will restore consumer confidence. Again, if we tax financial trade transactions, it will be very possible to reduce sales tax down to about 4%.

We have to support Green Technology as far as energy savings are concerned. We need to put monies into new technology and be ahead of the game on a global scale. With new technology devices and equipment we can build up our manufacturing base and create employment.

In order to resolve water supply shortages in California, we have to invest monies into water desalination plants similar to Saudi Arabia.

We may have to consider legalizing marijuana, something I have never used myself, but going by my walk-abouts with the public, it seems that majority want it to become legal. There has to be a national ballot regarding legalization, by allowing the people to decide.

Illegal immigration is a tough one simply because the Hispanic community are very concerned about any selection process and deportation. I have put together ideas to try and resolve this issue. Our borders have to be secure that’s without question, but the question still reminds what is going to happen to millions of families who have children born here and now have integrated within our educational system and society. We have to reform our immigration laws and broaden the refugee status to ensure that if anyone has to leave they have a place to go to, or if not they can re-apply here in the States for a temporary renewable visa under refugee status. Again, this issue has to be put to the vote for fairness. I have to point out that illegal jail inmates are costing California $900 million a year, and this has got to stop. We should consider transferring those inmates to their country of origin to serve their sentence.

Recently, Congress passed a bill for an additional $33 billion for the war effort in Afghanistan, when we are overdue regarding pulling the troops out. This is outrageous; especially when we all should have known by now peace can not happen. On a side note, we have created a worst situation in both Iraq and Afghanistan due to our military using depleted uranium weapons which has contributed to over 250,000 of our troops now permanently disabled and over 425,000 ill and slowly dying from what Department of Defense calls a mystery disease. Complaints by the international community have led to legal actions now being filed against the US and the UK., due to serious birth deformities caused by depleted uranium. Since the war on Iraq was based on a pack of lies, no weapons of mass destruction were found, perhaps the very weapons we used may be eventually be categorized under weapons of mass destruction list. This is not looking good as far as international relations are concerned.

We have to reform employment law, and put employee protections in place. Harassment is out of control in many Corporations and businesses, which has created unproductive hostile working environments. We need to implement similar labor laws as in Europe such as an average 5 week vacation per year and extended maternity leave.

Education reform may have to be considered. We should consider lowering the entry age to 4 and fund elementary schools so that every child has the opportunity to attend school early. Let’s provide pre-school funding for 3 year olds in order to allow Mothers and Fathers to take on a part-time work knowing that their child is in a safe learning environment. We need to implement technology and design programs in schools. We definitely need to re-structure our curriculums and encourage creativity and free-thinking by steering away from the multi-choice type of education. Student exchanges at community college level should be encouraged.

We have to re-consider Obamacare due to the fact that the Federal Government will most likely over-regulate the health industry and interfere with the open free market, such as generic medicine availability. There has been no examples or sources referenced in the bill to clarify the ambiguous and vague language used. We need to reform healthy families and medi-cal/medi-care programs to make them more accessible to everyone on low income. Doctors should be allowed to negotiate with insurances to drive down medical expenses. See health care issue above.

Lastly and most importantly, and perhaps deadly to some, whom have brought up and confronted the elites is the elite manipulation within the so-called two party system. The only true President who was willing to confront the shadow government head on was President John F Kennedy, forget the rest. I honestly do not think it is fixable at this time, but I believe any small changes in some specific policies will make a big difference on the long run.

What the voters need to consider is a candidate that is willing to get the peoples involvement with decisions being made in Congress so therefore it is very important for politicians to maintain an active blog on bills coming up and allow interaction and open dialog. I will let you know my thought processes and reasons why we should vote yes or no on bills. You also have your say since I work for the people. This proposal will be the first in its kind since the beginning of US politics that we the people get to know what is going on behind the scenes. Most importantly, I will uphold the US Constitution and will not accept bribes and kick backs from greedy Corporations.

We can easily add at least around $100,000 or more per employee to the above base pay for compensation payments.
It’s time to confront our local Governments and demand top executive salaries to be cut and re-direct monies into education and job development programs.

“In January 2009, there were about 177,000 U.S. troops in Iraq and Afghanistan: 144,000 in Iraq and 33,000 in Afghanistan. In July 2010, there are about 169,000: 81,000 in Iraq and 87,000 in Afghanistan. In September 2010, there will be about 146,000: 50,000 in Iraq and 96,000 in Afghanistan.” They continue, “In addition to those on the ground in Iraq and Afghanistan, there are about 28,000 U.S. service-members deployed supporting Iraq and 17,000 supporting Afghanistan.”

Therefore, according to america.gov there is about 31,000 total reduction overall combined since January 2009. However, we must question as to whether the 96,000 troops includes Obama’s complete surge of 30,000 additional soldiers in Afghanistan. There is some speculation from various media sources such as RTTNews that the number of troops will be at least 100,000 in Afghanistan by the end of the year.

Due to my own research it seems that the numbers reported do not add up, due to the fact that the House on July 27th 2010 voted, 308-114, to approve the spending boost of $33 billion for the additional 30,000 U.S. troops in Afghanistan. Other non-war provisions brought the total bill to nearly $59 billion. It is my estimate that the troop commitment may very well be about 117,000 (87,000 from July figures + 30,000 additional) by the end of this year.
If we add 117,000 (Afghanistan) to 50,000 (Iraq) we have a total of 167,000 US troops, that’s only 10,000 less than the January 2009 figure of 177,000. Therefore, my calculation indicates a 1/3rd of the official combined reduction of 31,000. We can easily conclude that majority of the troops in Iraq are now being transfered to Afghanistan.

It is an utter disgrace that Congress passed yet another bill that will escalate the Afghanistan war especially when at home we are heading towards the complete economic collapse as well as the most likely break-up of the United States of America.

Please note that House representative Elton Gallegly (District 24, CA) voted yes for the $59 billion bill. I am very confident that such a bill would have not been passed if the people had their say! Personally speaking I would had voted no.
Also, I strongly believe that if majority of the representatives had their children in the military fighting in Afghanistan this bill would have not been passed.
